    U.S. prepares to start building portion of Texas border wall


    The U.S. government is preparing to begin construction of more border walls and fencing in South Texas' Rio Grande Valley, likely on federally owned land set aside as wildlife refuge property.

    Heavy construction equipment was expected to arrive starting Monday, U.S. Customs and Border Protection said. A photo posted by the nonprofit National Butterfly Center shows an excavator parked next to its property.

    Trump drafts $7B emergency order for border wall: report


    White House sources have revealed that President Trump is preparing an emergency declaration to build the wall on the southern border.

    An exclusive CNN report late Thursday describes the draft of the proclamation, which declares a national emergency and allocates more $7 billion in funding to construct the border wall.

    “The massive amount of aliens who unlawfully enter the United States each day is a direct threat to the safety and security of our nation and constitutes a national emergency,” the draft reportedly says.

    “Now, therefore, I, Donald J. Trump, by the authority vested in me by the Constitution and the laws of the United States of America, including the National Emergencies Act (50 U.S.C 1601, et seq.), hereby declare that a national emergency exists at the southern border of the United States,” it adds.


    Since Congress has not allocated border wall funds, the proclamation would pull funds from various sources.

    The proclamation reportedly proposes pulling “$681 million from Treasury forfeiture funds, $3.6 billion in military construction, $3 billion in Pentagon civil works funds, and $200 million in Department of Homeland Security funds,” an administration official told CNN.

    If the proclamation is enacted, it would require the U.S. Army Corps of Engineers to build the wall, including seizing some private land on which the wall would be built.

    The official said the draft was updated last week, but it is unclear just how long the administration has been developing it.

    On Jan. 4, Trump announced he was considering using an emergency declaration to build the wall after talks with Democrats on border wall funding remained at a stalemate.

    “We can call a national emergency and build it very quickly. It’s another way of doing it,” Trump explained to reporters. “If we can do it through a negotiated process, we’re giving it a shot.”

    He gave the liberals a chance to have a say. It's their own fault when they openly lose again.

    Senate Democrats Try to Block ‘Emergency Funds’ For President Trump’s Border Wall


    The have to know they're wasting their time. But it's just for show anyway, so they're getting what they want: attention to mislead the easily misled.

    Senate Democrats introduced a bill Monday to block ’emergency funds’ for President Trump’s border wall.

    The legislation, sponsored by Senator Tom Udall (D-NM), would prevent President Trump from using funds from the Army Corps of Engineers or the Department of Defense’s military accounts to be used to fund his border wall should he declare a national emergency.

    The Hill reported:

    The [url=https://www.tomudall.senate.gov/imo/media/doc/RAIDER Act 2019.pdf]legislation[/url] would prevent Trump from using funding from the U.S. Army Corps of Engineers civil works funds and military construction funding “for the construction of barriers, land acquisition, or any other associated activities on the southern border without specific statutory authorization from Congress” if he declared a national emergency.

    Sen. Martin Heinrich (D-N.M.) added that the bill would “prevent funds designated for critical military construction and disaster response” from being used to build the wall in the event Trump declares a national emergency.

    More than a dozen Democrats, including Udall and Heinrich, introduced the Restrictions Against Illegitimate Declarations for Emergency Re-appropriations Act. Among the RAIDER Act’s supporters are Sens. Kamala Harris (D-Calif.) and Cory Booker (D-N.J.), who are both running for the party’s 2020 nomination.

    President Trump previously stated he may declare a national emergency to secure funding for the border wall after the longest government shutdown in US history failed to get Pelosi and the Dems to budge on border security.
